Yup. Abraham Lincoln strolled around Wash DC basically unprotected.

Some US Cavalrymen would escort his carriage on occasion.

I recently read The Day Lincoln Was Shot.

His lazy bodyguard from the Metropolitan PD came to work late to the White House on the night of the assassination.

He was asked by the tired MPD officer who was waiting for him: "Well, are you at least armed tonight?"
