NOBODY is going to go through the pain in the rear to get the pittance that is food stamps if they have any choice. It's not worth it.

So the fraud rate is 0%.

And every penny of that chunk of money is used to buy food for somebody who needs it.

Now, if I was in charge I'd eliminate food stamps entirely - and replace them with a much larger no questions asked cash benefit. And institute a wealth tax to pay for it.
