He is arrested by the local authorities and he's telling them that he's walking about of that courthouse in 15 minutes and they are laughing in disbelief. that actually happens. I know....a movie but it's based on a true story....even if that particular story isn't entirely accurate.

I'm only suggesting that the federal agents wouldn't prosecuted in that local or state jurisdiction by those authorities.

I'm sure you can find hundreds more like those examples....but the question is whether or not arrests, charges, etc. can begin at a local or state level when the arrestee is a federal agent.
