There hasn't been a declaration of war since 1941.

Congress has abdicated its duty to represent the people for decades when it comes to identifying a war and US engagement.

Acts of War have been commonplace for decades and both parties see no problem with them.

This is just one more Act that Congress and the voters are responsible. Asking Congress to stop the Executive from acting on its own fails. They have their votes from one lever voters.
