That is not correct. The Executive branch's function is in its very name. It is there to execute what Congress enacts through law. The executive branch must carry out and enforce what Congress has enacted.

It is not there to determine if it likes or doesn't like something Congress created and allocated money to. It can't do away with what Congress creates. It can't originate budgets. It is limited by the Constitution in what it can do and its role.

When it fails in its duty to enforce the laws, or goes outside the laws and power it has - as Trump has repeatedly done (14th amendment, firing civil servants, offering buy-outs that are not funded by Congress, the only body that has that power) it is up to the judiciary to stop the abuse.

That's what we are still seeing, and so far on the above it's been unanimous that Trump as the head of the Executive has seriously overreached and he has been slapped down.
