These thefts are because there are no ramifications for stealing.
Are the people who steal poor? Often, as is generally the case in organized crime, whether it be boosting cigarette trucks by the mob or stealing cars. With many of the perpetrators choosing a criminal lifestyle because it's easier and more profitable than working for a living with their skill-set.
And then there are those who turn it into a comfortable lifestyle. Because when society turns a blind eye to certain activities, rational operators will exploit that to their benefit.
