If that were the case he wasted $5 million dollars. It obviously did not go away.

If they don't get their paychecks there will be panic. There's already tremendous concern. Enough to force some into food lines.

The 15th will be a significant turning point in the economy if paychecks don't arrive on time. Many (most) of these folks live paycheck to paycheck.
