Wrongful arrests are made all the time that lead to a civil action. Mistakes made after arrests while people are being held also generate similar civil actions.

Municipalities with law enforcement/jails carry insurance for this.

Does a vote reward past bad behavior and encourage the same behavior tomorrow? I suppose that's a reasonable argument but staying home on election day and letting the other side win is worse.

Like many folks who follow politics, they take it further than simply believing one side is a better representative of their beliefs. They become too invested in the purity of that party.
