That's not eminent domain, that's a straight high jacking of personal property.
An owners right to lease real estate is an interest in real property subject to condemnation like any other real property interest. Condemnation requires a court proceeding and payment of "just compensation." Thus a public record. One would think WPR would know that. Which makes the story sketchy to me.
