He may have had personal problems that put him over the edge. I read his was looking for a job. Maybe he had financial problems. OTOH, this attack was well thought out. This wasn't impulse attack. He didn't plan on getting confronted by the police in the middle of the night, so who knows who else might have been planning to kill.

The New Apostolic Reformation (NAR) is a Christian supremacist[1] theological belief and controversial movement associated with the far-right that combines elements of Pentecostalism, evangelicalism, and the Seven Mountain Mandate to advocate for spiritual warfare to bring about Christian dominion over all aspects of society, and end or weaken the separation of church and state. Regarding his appointment to the Workforce Development Board:

His involvement in the food industry has also seemingly helped him build inroads to local government. In 2019, Minnesota governor Tim Walz appointed him to a Workforce Development Board in the capacity of a "business and industry representative." He also served as chair on the Dakota-Scott Workforce Development Board for over a decade, but resigned last year, according to a post on LinkedIn.

Well, I actually haven't confirmed that he is a Walz appointee, although I don't rule that out. However, as I also pointed out, that Board that Walz is said to have appointed him to is bipartisan:
