You are nibbling around edges. It is already against the law for a 14 year old to possess and use what was used in this shooting.
It should be criminal negligence to leave a gun so accessible a kid can just take it and shoot up a school.
Or "accidentally" shoot themselves or someone else.
Start charging those parents and see if that helps.
