You can't do anything without a budget.... You can't get a budget without quantifying the cost per (tonnage) or whatever unit you'd like to measure with. Then you have to have a proven plan that can be proven with benchmarks - to even prove anything we do is working. What would those costs look like to every person who is asked to fund it?
