It didn't create a marketplace or put so many onerous requirements on private insurance.

Why do they have to be? Spending money buying/building a $500Million dollar boat is more beneficial than giving it to Washington.

Everything a Billionaire spends money on to be and look rich, there is someone receiving that money and making a good/service.
