Are you going to fill the reserve with oil that won't be pumped due to the Green New Deal or the oil that won't be pumped due to the longshoreman strike. Or maybe it will be filled with the oil that won't be pumped due to war with Iran.

You can't seriously compare GW Bush's huge mobilization of aid for Katrina with Biden eating ice-cream on the beach and Harris fund raising in San Francisco.
