So is this judge claimimg every American should sue demographic groups overepresented in bad and criminal behavior? Racism is created by group behavior, not skin color.

Use Crime Watch that some helpful police Depts provide for citizens to check the mug shots of actual arrested individuals charged with violent assaults and crime.

I would imagine she considered that being surrounded by a bunch of racist lunatics and verbally assaulted by them is a legitimate reason to sue them. I agree with her, it should be expensive for a group to verbally assault an individual with the obvious intention of frightening them.
