I guess that doctor won't be traveling to Louisiana...

Yet another thing I have as told would not happen but I predicted

So it's really not up to the individual states after all.

Unless the doctor had a Louisiana medical license this would be illegal. Even with the loosened telehealth rules with Covid. Not the proper charge. I had several snowbirds and they had to take enough medications with them or come home for a visit. A few states had reciprocal agreements, but I don't recall any of the Red states participating.

That is an interesting question. Where does a telehealth visit happen? In the state where the Dr is or where the patient is?

It happens in the State where the patient is located. I could see my patients via a HIPPA compliant platform if they were in a state I was licensed in. Didn't matter where I was. I did see a few when on vacation in Mexico a few years ago. Defeated the purpose of a vacation but that is another story/my problem.
There isn't a mechanism that can prove where a person is. I would ask them to show me a view out the window, if I could see green grass or palm trees, (in January) I could conjecture they weren't in Minnesota.

I can only counter that my daughter does telehealth now that she is in college in a different state. From what I gather this is fairly common. I admit you being a dr makes you better versed on this than I am.

Many doctors that are doing telehealth have multistate licenses for this reason. There is a state compact for those who wish to be licensed in several states. imlcc.com
