Harvard looks to be the top of the survey in "high-quality research and collaboration."
So, why does Pres Trump seem to be on a mission to destroy that example of American Excellence?

Yeah, take a look at the various universities in that Top Ten. Nine of that Top Ten are Chinese universities. The sole American university is Harvard, in the #1 slot.
So, if Pres Trump wants to Make America Great Again, why does he seem to be actively destroying one of the institutions that has made America great?

Actual budget appropriations tend to differ from the sum requested. Established in 1950 to advance science and national health, prosperity, welfare, and defense, the NSF carries out its mission mainly by making grants to American colleges and universities and by supporting academic researchers. "This is a budget of destruction of US science," an NSF staffer told The Register. "Cuts of 65 percent to 75 in science, engineering and education will remove the United States from the world's map of impact, will lead to irreversible damage to American creativity, and destroy our country's GDP." This person asked for anonymity for fear of getting fired for talking to the press. ...
