A traffic stop because of alleged tinted windows led to a brief chase by Chester PD Officer Michael Brodzinski, who deployed his Taser three times on Wayne Vick (42) who then yelled out in pain from the shocks. Brodzinski then punches Vick in the face twice after being unable to secure his arm behind his back. Vick's supposed non-compliance could have been caused by the electrocution. But rather than use effective pressure points or ju-jitsu techniques taught at the police academies to ensure Vick's compliance, Brodzinski chose to pummel the helpless suspect's face. As a graduate of FLETC and the FBI Defensive Tactics (DT) program, I can attest that US law-enforcement personnel are not taught to punch a prostrate suspect in the face to ensure compliance. |
