So long as the agency is headed by individuals that have no desire to follow the laws these rulings are meaningless.
Start locking them up.

"After more than a decade in office, NC state Rep. Carla Cunningham appeared to lose her Democratic primary on Tuesday by a significant margin.
Her main opponent was the Rev. Rodney Sadler (58), a Biblical scholar and political newcomer. With all precincts reporting Tuesday night, Sadler was just shy of 70% to Cunningham's 22%. Vermanno Bowman, finished third with just over 8%."
