Had they disclosed what they were actually doing Flynn would have very likely asked for his lawyer to be present. He would have been coached how to answer questions or, more likely, his lawyer would have shut the whole thing down because he wasn't being investigated for a crime. It was a legal ambush and Flynn's life was turned upside down over it.

I watch lots and lots of police interviews of suspects, the number of dumbasses that don't ask for an attorney is staggering. Don't blame the FBI if Flynn was too dumb to ask for one.
