But, since he foolishly used the word:

efficacy: the ability to produce a desired or intendedresult ...

... then we must answer honestly:

Yes, with today's medical advances, most procedures, for adults and minors, have been proven to produce a desired or intended result.

That's kind of the whole idea of medical practice: To work out procedures so that they can produce a desired or intended result.
