Some ballots are counted at the polling place and some are transported to a central location. Regardless the "data" still has to physically move as the internet cannot be used.

Which do you think is "safer" to transport data?

The post office transporting this data or some person who gets hired once every four years to transport the ballots.

So how do YOU think the "data" gets from the scanner to the election office where they will be totaled.

After polls close, local officials collect ballots from polling places and transport them (in planes, trucks or whatever) to a central location for tabulation. State-level authorities then aggregate and certify these results.
