218 the difference between a search and an arrest warrant are massive. A search warrant is written for contraband. You are allowed to look in any place small enough to hide what it is you're looking for. So you write it to include "receipts for items purchased in pursuit of their crimes" and now you can tear the house apart if you want to.

An arrest warrant is written for an individual. You can search only in places small enough to conceal a person. So you can't go digging in drawers and such. You can search the area immediately around anyone you come across for WEAPONS ... . And if you find contraband so be it. Also anything in plain view is fair game. But that's it.

They are very different animals and shouldn't be conflated.

The links you provided don't indicate that, and if they are using them as blanket entry into homes that is a problem and will change my mind about the 4th amendment violations. That is walking a line I would rather they didn't. If it was used exclusively for fleeing suspects? I can live with that. Blanket entry into homes from an admin warrant? No thank you.
