Izz ad-Din al-Qassam Brigades. It's a paid military force made of Palestinians living under the Gaza Strip wearing civilians like a helmet while fighting for their version of a Palestinian state, so yeah, that half of Palestine has a military.

Building your military base under a densely populated city is exactly that, a war crime. Sending in agents to tell residents of an apartment if they flee they're going to be murdered by their own government, then having a rocket crew pop out of a hole next to their apartment and shoot of rockets is a war crime. NATO has been pointing it out since 2007.

Flashback to 50s & 60s, the IDF would send little Palestinian kids into homes they thought were ----- trapped. That's also a Human Shield. In April 2004 an IDF armored vehicle drove around with a Palestinian child tied to it so protesters wouldn't throw rocks at them. That's also a Human Shield.
