Minnesota Election Judge Accepted Unregistered Votes

An election judge in Hubbard County is accused of accepting 11 unregistered votes. The election judge, a 64-year-old Nevis man, is charged with one count of accepting the vote of an unregistered voter and one count of neglect of duty on Election Day, according to the criminal complaint.

what crime did these 11 individuals commit that rendered them ineligible to vote?

I am an election judge in Illinois. People can register to vote on election day (or early voting) by providing two forms of ID, one must show their home address. A SS card or passport (no specific address on those IDs) are acceptable, however, another form with their address is needed - a utility bill or other first class mail are acceptable.
