I have difficulty wrapping my brain around a Sec of Defense that needed the Vice President to break the tie during the confirmation process.

The vetting probably included confessions from applicants about illegal or illicit activities. Nothing says 'compliant employee' like a file of secret information hanging over one's head. Right, Senator Graham?
