Can anyone list ANY US city that has had 3 or more consecutive terms by a black mayor or mayors (basically, 12 years straight of black mayor rule alone or in combination) that is not a total -------- today?

Los Angeles, Atlanta, Detroit, Memphis, Washington, D.C., New Orleans, Baltimore, Newark, Cleveland, and Birmingham
