This is the right answer. It is destined to fail in the US house but I applaud the effort. If SCOTUS hadn't failed so badly when they tried this in NC it would already be illegal.

Nonsense, he's just trying to take the wind out the sails of blue state guvs like Newsom who are exploring gerrymandering in their own states to offset Texas.
