Regarding his comment, I call it thinking out loud and I don't believe he was suggesting anyone should drink a cleaning product.

But it seems there are people who did try it.

Regardless, he should have known better than to do that during a national briefing.

Maybe it was intended to deflect the conversation away from something. It certainly did that.

I'm not condoning his behavior, but that doesn't mean that I believe he was suggesting people try drinking "disinfectants".
