Congress has historically acted to reduce PAYGO-induced spending cuts.

Is this sort of fake news? It was Obama's time when PAYGO was passed.
Or are people just putting the blame on Trump for not reversing it?

Actually, even PAYGO doesn't cut benefits. It reduces payments to doctors and hosptials.
