Video shows an IDF soldier shooting an unarmed Abu Mualla at point blank range while he walking down the street. Our Founding Fathers ensured that the US will always have a standing navy, so they are enshrined in the US Constitution.
Not so for the US Army.
Funding the US Army and the other sister branches are not codified in the US Constitution, so these branches must lobby Congress every year for their budget.
Constitutionally, the USN automatically gets funded. So, USN lobbyists assigned to deal with Congress fight for programs and which CDs to spend that money on.
