It would be more manageable to charge employers who hire them.

Nearly all homeless drug addicts do not have a future and are a drain on society. They don't want to work. They want to be high. They commit crimes in order to achieve that goal. Let them get so high that they aren't ever a problem for anyone again.

THE REAL FIX would be making society more economically fair, which will result in fewer people turning to vice like drugs to cope with their ------ life, but since we're not going to do that, this is an alternate approach to the problem.

Would you rather head a fent head OD on free fentanyl, or assault your daughter to steal her money to go buy fentanyl?
