In the first two decades of the 20th century, US corporate interests in Latin America and the Caribbean were protected by legendary USMC General Smedley Butler who wrote "War is a Racket" when he retired. The new proposed commander for USSOUTHCOM, USMC Lt. Gen. Frank Donovan, is in the US Senate conformation process this week.
