Naw. He is just lying. Again.

Trumpy will say anything to get elected. It means nothing.

He has to get elected or he is going to jail. So he will say whatever is politically expedient at the moment. Once he elected all bets are off. He will be able to say and do anything he pleases. Because he will have complete immunity(for "official" purposes) .
