ISPs should be common carriers.

This doesn't create same price for any speed.

The following has been allowed for CC for many years.

Volume discounts " discounts that are available only to customers who commit to purchase services in larger volumes.

Term discounts " discounts available only to customers who commit to purchase services for specified terms, with longer term commitments commanding bigger discounts.

Multiple service discounts " discounts available only to customers who purchase multiple services.

Competitive necessity discounts " discounts needed to respond to competition may be offered on a selective basis.

I think he meant the Internet isn't broken.
Inside reddit and the beltway this may "matter" but currently designating ISPs under Title II won't satisfy the utopia DarkVadet is implying.

The predictions in December 2017 of what would happen certainly did not see Covid coming.

1) Increased cost for consumers
2) Throttling and Blocking
3) Creation of "Fast Lanes"
4) Harm to Innovation
5) Negative Impact on Free Speech
6) Decreased Consumer Choice
7) Harm to Small Business
8) Negative impact on online education and remote work
9) The Internet ceasing to be an open platform
10) Anti-Competitive Behavior by ISPs

The apocalypse for users didn't exactly come to fruition on the repeal. They wouldn't even bother putting it back if it wasn't election season.
