Notice the language and the goal.
The goal is not to deport 3,000 illegal immigrants a day.
The goal is "a minimum of 3,000 arrests for ICE every day."
"Illegal" isn't even part of the goal.

This is a typical case of FAFO.
The midterms are coming. And they are FINDING OUT that the illegal arrests and the current jack booted thug look is not playing well with Americans.
