Although the US government is not a signatory to the 1998 Rome Statute governing the ICC, based on the Red Notice issued by INTERPOL for Benjamin Netanyahu's arrest, using "universal jurisdiction" Virginia State Police (VSP) or NY State Police (NYSP) investigators would seek a probable cause arrest warrant from a local judge. The local judge would examine the INTERPOL Red Notice and then issue an arrest warrant for Netanyahu. The VSP or NYSP would then detain him for extradition to the Hague as soon as possible.
