There are three possible conditions that if one exists gives him power of the Alien Enemies Act.

This isn't how the tariffs work, its a tariff on the declared value of the good before it entered, the US not its retail value.

Biden did it the smart way - by offering tax incentives to companies to move their factories here.

Lumpers complain about "subsidies" when they hate the company, but agree with "incentives" when "subsidies" need to sound good.
