That's all that mattered.
You appear to come from an assumption that out of a universe of possibilities, that if the decision is to choose one that is black that that negates all the competence, skills, history, capabilities of that person. That all those mean nothing. You seem to be saying that since that one criteria was established and met, that that person can't possibly be competent, capable, intelligent, tenacious, or deserving of the position. You are saying they have no merit other than being black.
You do that because at your core you have biases, prejudices, and bigotry, perhaps unacknowledged. Are you capable of growth? Not from what I've seen.
You're saying a lot with that statement, and none of it flatters you.
If they're "more common in total", then they aren't oversampled. They are sampled appropriately.
