"Venezuela has the highest Travel Advisory level " Level 4: Do Not Travel " due to severe risks to Americans, including wrongful detention, torture in detention, terrorism, kidnapping, arbitrary enforcement of local laws, crime, civil unrest, and poor health infrastructure. Reports of groups of armed militias, known as colectivos, are setting up roadblocks and searching vehicles for evidence of US citizenship or support for the US. Remain vigilant and exercise caution when traveling by road.

In March 2019, the US Department of State withdrew all diplomatic personnel from US Embassy Caracas and suspended operations. All consular services in Venezuela, routine and emergency, remain suspended. The US government continues to be unable to provide emergency services to US citizens in Venezuela."

An estimated 23,000 American citizens live in Venezuela. Between 20 to 100 different colectivo groups are operating nationwide in Venezuela, active in at least 16 of 23 states. The most prominent groups are La Piedrita, Tupamaros, Tres Raices, and Alexis Vive, with a total membership estimated at 5,000 to 7,000 individuals.
