Put aside the ridiculousness of Gabbard's claim for a moment and remember that thanks to Trump's SCOTUS we now know presidents and former presidents are immune to prosecution for official acts.

Gabbard unexpectedly tossed a live grenade in Pam Bondi's lap without any warning which has now put them at loggerheads with each other.
Probably at the suggestion from Trump himself . . . who is known to pit cabinet members against each for the sake of creating chaos.
In Trump's case however, the suggestion was probably triggered by Trump's deep hatred of Obama and never misses a chance to scapegoat Obama as the root cause for his own troubles.
