A condition for reopening the government MUST be the rehiring of all federal employees that were let go because of it and giving them back pay! I suspect that the only thing that will reopen the government is the Senate modifying the filibuster rules by putting in a carve out for passing the budget. It is the only way that republicans can solidify their budgetary and federal staffing "gains". The effect of such a move is going to cost them dearly in next years elections.
