I think they have done that. I think this plan says that Russia will be repaid out of the reparation funds they eventually send to Ukraine when this is over.

Now if you want to talk corruptions... That said Ukraine is far from perfect but has active rooted out corruption even before this war. Zelensky was elected to target it. He has. How many are now in prison because of being caught in corruption? It doesn't change overnight and you don't eradicate it in a decade even. For that matter just look at the US graft and corruption is flourishing in particular with this administration.
