Remember this line? Trump doesn't like people who get captured.

What he sees in Arizona is 11 people who let him down because they didn't try hard enough. So, it's all their fault, and none of his own, that he lost in 2020. In Trump's mind, they should be sending him money, not the other way around. He's the victim.

So much easier to apply leverage. I suspect that, like the Georgia RICO case, we're going to see some of these people making a deal, if for no other reason than to lessen their financial exposure.

I don't doubt for a minute that Giuliani used his title, "Personal Lawyer for the President," to dupe some fake electors. I don't think it does any harm to separate the wheat from the chaff and give deals to any fake elector who wasn't aware they were participating in an illegal political scheme to overthrow the 2020 election.
