Trump would have required Abbott to say nice things about him. There's definitely no way he would have reach out first to a Governor who has spoken badly about him.

Most likely, the problem was Biden picked up the receiver and an operator didn't come on to ask him where to connect...like in the good old days of his youth when everything was a party line. These new-fangled devices like cell phones are too hard for him to comprehend.
