They are reportedly just building their contact lists using paid canvassers circulating questionnaires. That's something the Biden/Harris folks did a year or more ago. Money does does not overcome the enthusiasm of people willing to volunteer their time to save their country, something the Dems have tens of thousands willing to do. An example of how an effective ground game works, just look at record early voting numbers in the battlegrounds, that's Dems banking votes, and voters effectively crossing themselves off the contact list so the party can focus on turning out others on their lists.
