Chechnya Is Banning Music That's Too Fast Or Slow.
Authorities in the Russian republic of Chechnya are banning music they consider either too fast or too slow, effectively criminalizing many genres.

^ The timeline doesn't capture the scope of the threat, which is permanent. It's like expecting Hamas to stop trying to destroy Israel, or Israel to stop trying to drive the Arabs into the sea if you prefer.

fwiw, I don't see the 147 BPM in the tune.
Even the 2013 remaster version.
Perhaps the more complex percussion of the song confused the BPM meter?
