I never said anything about police budgets. Any reasonable civilization recognizes the need for police, but those that act in a professional and competent manner.
Once again, I am not saying your stats aren't good news, but the manner in which they are obtained is not the one I desire. You're turning future muggers into future prisoners, I prefer to turn them into future doctors. It can be done but the will is not there, especially among the present wealthy.

I don't think anyone is arguing that a drop in the murder rate is a bad thing. I don't know if doing it by implementing an authoritarian police state is a good way to do it. Maybe we could try developing a just, fair society with decent education and social services and see if that works out.
