Kristi Noem spent almost $24,000 in taxpayer money on makeup and horse rental for the $143 million no-bid ad campaign that ultimately led to her dismissal.

Jill Moody, the woman the horse was rented from, doesn't just run some random horse rental service and won a bid. She's a close friend of Noem. Noem heaped praised upon Moody in a 2022 facebook post. www.facebook.com
