Russia sees a pressing need for security talks with the United States but they must be "comprehensive" and include the subject of Ukraine, the Kremlin said on Friday.

... "It is impossible to rip out any individual segments from the general complex of accumulated problems, and we will not do this," Kremlin spokesman Dmitry Peskov said when asked if Moscow was ready to talk to Washington about nuclear risks.

"So we are open to dialogue, but to a broad comprehensive dialogue that covers all dimensions, including the current dimension related to the conflict around Ukraine, related to the direct involvement of the USA in this conflict," Peskov told reporters.

The United States rejects Russia's contention that by arming Ukraine it has become a direct protagonist in a war aimed at inflicting a crushing "strategic defeat" on Moscow. The U.S. says any negotiations over the war are a matter for Ukraine.

The Russian stance, as outlined by Peskov, is not new. But he told reporters that the list of topics that Russia and the United States needed to discuss was growing.

"Overall, this dialogue is very much required," Peskov said. "It is needed because problems are piling up, and there are a lot of problems associated with the global security architecture."

From Washington's point of view, it is Putin who, in the third year of the war in Ukraine, is adding to the list of security concerns. ...

The incident was catalogued as one in a series of acts intended to provoke and destabilize the nations that share a 3,550-kilometer (2,210-mile) frontier with Russia and its ally Belarus. Generally falling short of conventional attacks that could trigger NATO's collective response, these episodes have grown in frequency since Russia launched its full-scale war on Ukraine in early 2022.

That reality is increasingly turning the Baltic region into a second front in the West's conflict with Moscow.

I agree.

Talking is A Good thing.

But if that talking is little more than Pres Putin's supremely lame "peace proposal" that he recently offered Ukraine, then I suspect the outcome of those talks may not be beneficial.

On the other hand, if the outcome of those talks is something along the lines of Pres Putin saying he messed up big time with his unprovoked invasion of a sovereign Ukraine, well, that may be a good starting point for negotiations.

imo, of course.

What do your talking points say to that?

There's too much word salad in Mr. Putin's request to "talk."

But if I had to guess, I say he wants to negotiate a soft landing for himself. Russian people don't suffer losers very long. He's in for a military coup himself if he doesn't bring something home that at least smells like bacon.

Since Pres Putin's ~opening salvo~ in talks dictates that Ukraine can never join NATO, I would proffer that he intends to invade Ukraine once a "peace" is established.

Anything that doesn't recognize the annexation of the Crimea and Donbass will not be accepted in my opinion.

This is Totally Unacceptable to the Ukrainians.

This will be decided by war.

Which means a lot of people are really screwed on both sides.

War is easy to Start...Tough to Turn Off.

Many are consumed by the Fires they Ignite.

America being Over Here, is why we have been spared that, So Far.

Ok. Ukraine can be on the agenda. The only questions to be resolved are how soon Russia is going to GTFO Ukrainian territory, and how much reparations they are going to pay.

Exactly. You don't "talk" to bank robbers WHILE they are busy robbing the bank.

After all the Russian troops have been sent home back across the border to their barracks then we can talk about reparations.

Meanwhile, talk to the hand. And American and NATO advanced weapon systems.
